If you don't, your property will be searched and you'll be fined if you have a TV. See link below. They are much more restrictive on frequency spectrum usage than we are in states in Europe. Part of it may have been the way the social system was setup where everyone got money whether they worked or not...so they would create all these jobs and then tax you to pay for them...they had people that walked along the roads and cleaned the traffic signs to keep them clear, visible and reflective....people to clean up dog poop in public areas...etc. It wasnt free unless you were receiving this money.....everyone else was taxed heavily to pay for it. Just alternative view probably not for everyone, at least not yet that is. These are EastCoast Canadiens. There are many in the US who have done this.
