This is when Indian drasticly began their undoing and imported Royal Edinfield bikes and stamped the Indian name on it and called it good. Only for the next few years though until their bankruptcy (hmm.. I wonder why). Whats the difference between the scout and the Aarow in '49? I'm not enough of an expert on the Springfields to know how much effort would be needed to restore it closer to original if that was the intent. I was actually going to do a restore on a 1949 Aarow but opted against it at the last Minute and have my sights set on a Chief restore one day You will be better off finding a Chief that has already been completed. They are available for a fair price if you watch the adds long enough. As Micmac can also attest, restoring a basket case or barn find will cost you a lot more in the long run.
